New Jersey asked a federal judge to block New York from moving forward this weekend with a plan to charge drivers entering Manhattan’s central business district while a legal challenge plays out.

Starting Sunday, New York City plans to charge passenger cars, trucks and buses to drive into midtown and lower Manhattan during peak hours, beyond bridge or tunnel tolls.
