A proposed new law named after a murdered East Valley teen would make it easier to file charges in certain assault cases while also making the penalties more severe.

U.S. Marshals caught up with David Lee McKinney, a double murder suspect from Tucson, at a home in Yuma where a shooting occurred. McKinney was killed in the shooting.
