WASHINGTON (AP) — Richard Boucher, who served for more than a decade as the spokesman for the State Department and assistant secretary of state for public affairs, has died at age 73.

Chris Boucher’s time with the Toronto Raptors appears to be over. The 32-year-old big man is not expected to return as Toronto shifts toward a younger, more development-focused roster.
