According to dataminers, GTA 5 was once going to get a DLC that let players return to Liberty City. That never ended up happening, but a team of modders has basically done the work themselves.

The team isn't recreating the GTA 4 version of Liberty City, it's just adding the map to GTA 5. But thanks to the OpenIV system, it will look lovely, of course.

The chances this update would include the entirety of the Liberty City map from GTA 4 are slim, as that’s likely way too much work for a free update, especially with GTA 6 right around the corner.
