More than two weeks after historic flood water began to recede, parts of southern Indiana are still suffering.

Indiana Gov. Mike Braun has declared a state of emergency for 18 counties in the wake of storms that spawned tornadoes and heavy rain through the state and pushed rivers out of their banks last week.
