As far as I know there are several renting centers in Bucharest. The renting service is available starting spring season (1st of April usually). I could also suggest "I'Velo" .There are three rental centers in Bucharest, near the green areas (Parks) of the city : Herastrau Park - entrance Charles de Gaulle, the Arc de Triumph and Tineretului Park, entrance George Sincai. The bikes can be rented daily, between 11:00 a.m. to 7:00 p.m., Monday to Friday (last rental at 18: 00) and between the hours 10:00 to 7:00 p.m. Saturday and Sunday (the last rent at 18.00). I'Velo bikes can be rented, both for a fee, and free. Young people under 16 y.o and retired people can rent bicycles for free, based on student booklet, respectively pension bead. The others have to pay 4 lei (less than 2 $) to rent a bike for an hour and 15 lei ( less about 4$) for 24 hours ( according to the last year rates). Unfortunately lanes for cyclists are quite a few but you are welcome to discover places in Bucharest whatever transportation means you'll use.
